Up Close and Personal
IT'S FULL STEAM AHEAD FOR EU CONSTITUTION, EVEN AFTER 'NO' VOTES: You may have got the impression that the European constitution was dead - that the French had felled it, and the Dutch had pounded a stake through its heart. If so, think again. ID CARDS, NO THANKS:In the wake of the London bombings, fresh calls are heard for biometric ID cards in order to prevent terrorism, illegal immigration, even benefit fraud. Discover why this is a dangerous move in the wrong direction, even if you have done nothing wrong. Bid to Lift EU Ban on Vitamins Fails
The judges went against the advice of the Court's own Advocate General who had concluded the Food Supplements Directive was legally invalid and said it should be annulled. The directive, which comes into force next month, threatens the sale of 300 nutrients, which are used in various combinations in around 5,000 health products. It will impose a maximum dose level per tablet on a range of vitamins, including vitamin C, although no decision has been made on what this will be…. Actress Jenny Seagrove [who has campaigned against the directive] said: "This is a complete betrayal. This is just lunacy. People depend on these things. If they are taken away, you are talking about individuals suffering a real deterioration in their health, well-being and quality of life. The ridiculous thing is that this directive has nothing to do with safety, that is a complete smoke-screen. This is about a bureaucratic attempt to harmonise regulations across the EU."
And Guess Who's Going to Benefit? Nothing epitomizes more clearly the increasingly arrogant nature of the European Union than its authoritarian ban on mineral and vitamin pills. In less than three weeks - by dictate of a European Commission directive - thousands of popular, harmless, natural medicines are due to be swept from the shelves. The directive - upheld by the European Court of Justice yesterday - is possibly the most outrageous legislation yet to come out of Brussels. Touted as a way of protecting people's health, it seems designed only to benefit big drug firms. With the ban will come a topsy- turvy world where adult Britons will be unable to buy their long tried and tested supplements from health food stores, while tobacconists will go on selling cigarettes to teenagers. The ruling follows a vast campaign against the ban. More than 300 doctors wrote to the Prime Minister to oppose it, while a million Britons signed a petition against it. Some 20 million Britons take supplements every day. Most swear that they keep them healthier. And there is good evidence that they do. Levels of minerals and vitamins in modern diets are dropping as intensive agriculture increasingly leeches them from the soil and people eat more processed food. Research shows that not eating enough of them raises the danger of cancer and heart disease. A recent study by the American Medical Association shows that some of the pills do offer protection against these. But the drug companies prefer to draw attention to the supplements' alleged hazards. Though some evidence suggest some alternative medicines may have harmful effect if taken in ridiculously high doses, research suggests certain side-effects of the drug companies' products are the fourth biggest cause of death in the US. Yet, by attacking the alternatives, the ban seems designed to benefit the drug companies. And the way in which it is enforced only heightens the suspicion. The directive inhibits the sale of vitamins and minerals unless they are on an 'approved list'. Those banned, says the Alliance for Natural Health, are mainly the more sophisticated ones used by alternative medical practitioners. Those allowed are, by and large, crude versions used by the big pharmaceutical companies in their own vitamin and mineral products. Compounds like caustic soda, used to clean drains, and sodium fluoride, a pest killer, are on the permitted list while sulphur, important for the skin, and boron, valuable for healthy teeth and bones, are to be banned. Very late in the day, Government seems to have woken up to the absurdity of all this. Cabinet Minister Peter Hain has called the ban 'unnecessary interference', and even Tony Blair objected to it in talks with other EU leaders last month. But, in truth, the Government has done much to bring it about. It voted for the ban and it systematically removed Labour MPs sceptical about the directive from the Parliamentary committee scrutinizing it. Worse still, it joined Greece and Portugal in fighting the bid to overturn the directive. Tony Blair therefore has a lot to do to redeem himself, but he may have an opportunity. The Alliance for Natural Health believes yesterday's judgment has left an escape route that still could be used to negate the worst effects of the directive. The court appears to have exempted any vitamins and minerals that are normally found in the diet - a provision which could allow naturally occurring ones to escape the ban. The Commission denies this, but the Government should urgently examine and exploit whatever latitude it provides. Otherwise we can expect increasing hostility to Europe
in Britain. For people unmoved by arguments about sovereignty and the
euro will surely never forgive Brussels for needlessly removing harmless
supplements they have long taken to safeguard their health, just to swell
the profits of pharmaceutical giants.
Brussels Gives a Healthy Boost to Pharma Giants There was extensive media coverage last week of the European Court of Justice's ruling in favour of the Brussels directive on vitamin and mineral supplements. The choice of the 21 million people in Britain who use them will be drastically restricted when thousands of products are forced off the shelves, because it will cost between £80,000 and £250,000 for testing to allow each preparation to continue to be sold. I have often written about this since 1994, when the directive first came into view, because it provides such a revealing case-study in how we are now governed. There is no scientific reason for the new law. Its greatest beneficiaries will be the pharmaceutical companies who have lobbied for it in Brussels, because it will drive thousands of their smaller competitors out of business. They have freely used bogus science to whip up a scare that misuse of food supplements can cause adverse reactions (albeit in only a tiny minority of users), while hiding away the fact that tens of thousands of people each year suffer much more serious, even fatal health damage from their own proprietary drugs, all licensed, at vast expense, as being safe to use. The Brussels directive completely changes the basis on which food safety is regulated in Britain, by reversal of the burden of proof, as under Napoleonic law. In this country you may sell any food, but you face severe penalties if it proves to be damaging to health. Under the Continental system, the burden of proof lies with the seller. You may only sell what you are explicitly permitted to sell. Only the 112 products on the directive's so-called "positive list" will therefore be legal. Finally, the ECJ last week broke with its established
practice and overruled the opinion of its own Advocate-General, who had
supported those complaining that the directive breached European law.
This was because the ECJ is less a judicial than a political body. Its
judges are political appointees and many would not be qualified to sit
as judges in their own country. Their primary role is to support the Commission.
And if the Commission bows to the lobbying of the pharmaceutical industry
and produces a directive which will shut down smaller competitors and
deprive millions of Europeans of the right to take the vitamin and mineral
products they find beneficial, then the ECJ knows where its duty lies. Further Resources: The

Europeanisation of the British Army
On a day when the front-bench defence teams were in Portsmouth for the Trafalgar review, only two MPs were present in Westminster Hall: Don Touhig, the minister, and Ann Winterton, the Tory MP who initiated the debate. What made this even more astonishing is that the project itself, planned as part of the EU's rush to establish its own integrated armed forces, independent of Nato, rules out any future British military partnership with the US, thus spelling an end to the Anglo-American "special relationship". The subject raised by Ann Winterton was the Future Rapid Effect System (FRES), the Ministry of Defence's plan to equip the British Army with a new generation of satellite-coordinated vehicles and weapons systems. Although planning for this project has been shrouded in secrecy, the aim of FRES - a cut-price version of the Future Combat System being developed for the US Army - is to equip the British Army to take part in the EU's 60,000-strong "rapid reaction force". Planning for this is being co-ordinated by the new European Defence Agency (EDA), set up in Brussels in January under a former MoD civil servant, Nick Witney. It was also for this purpose that the Government last year announced the restructuring of the Army, involving the abolition or merger of 19 historic regiments. On June 28, Mr Touhig dropped into his reply to Ann Winterton the admission that FRES will now involve the purchase of 3,500 vehicles at a cost of £14 billion (£4 million per vehicle). He did not add that this represents a massive escalation of the plan announced last year to spend £6 billion on 900 vehicles. The procurement cost now therefore equates to £600 for every taxpayer in the country. Furthermore the total "lifetime cost" of the original 900 vehicles, over 30 years, was given last year as £49 billion. When I asked the MoD last week for the "lifetime cost" of the 3,500 vehicles now proposed (which pro rata should be over £100 billion) it failed to reply. Mr Touhig also assured Ann Winterton that FRES would not rely on Galileo, the satellite system planned by the EU as a rival to the US's GPS. Galileo, he insisted, is only intended for civilian use. His officials clearly did not tell him that FRES must be built to a "European standard", which will ensure that it must rely on EU satellites rather than GPS and other US systems. This will make it impossible for FRES-equipped forces to operate alongside US forces in a battle zone, since each system will identify the units that are not integrated with it as potential enemies. The speed at which Britain is now being sucked into the new "European defence identity" is breathtaking. In another recent series of parliamentary questions, Ann Winterton eventually forced the MoD to come clean about another £166 million Army contract, for light multi-purpose vehicles to replace its Land Rovers and Saxons. The MoD originally stated that this was to be built by British Aerospace (the division which was formerly Alvis). But further questioning revealed that these 401 "Panthers" are in fact to be purchased, all but the roof, from an Italian firm Iveco, at £413,000 each, twice the cost of a Rolls Royce and four times that of the equivalent US Humvee. This follows the MoD's remarkable but almost unreported announcement last November that the Army's biggest ever trucks order, worth £1.6 billion, was going to Man-Nutzfahrzeuge in Germany. To the dismay of military experts, this was in preference to bids from two US-British consortia offering trucks of superior performance - which would also thus have retained thousands of British jobs - because EU defence procurement policy now insists that contracts with wholly "European" firms should be preferred to those with a US component. If the £20 billion we are shelling out for the useless Eurofighter, thanks to Michael Heseltine back in 1986, seems a high price to pay for EU defence integration, we can now see this was only the start of it. What is even more startling is the lengths to which our Government will go to hide it from view. Her Majesty's Ship There was unhappiness recently when, in the Solent,
the Queen had to review the fleet from a "bus shelter"
perched on top of the icebreaker Endurance. To provide her with a new
Royal Yacht would have cost £60 million. This equates to two days'
worth of Britain's £11.5-billion-a-year payments into the EU budget. MEP Loos Covered in Coke
The results of the swabs taken from surfaces in toilets throughout the Brussels HQ - and analysed for a German TV show - suggests that drug use is regular. The concentration in one toilet showed the drug was taken just before the sample. A Parliament spokesman said: "We cannot take
this very seriously because we don't know how the samples were taken or
what happened to them. It seems they just wished to provoke news." Further Resources: The

Society may end up realizing Aldous Huxley's vision of a Brave New World in which people take a supposedly perfect pleasure-drug, Soma - though the report shies away from discussing whether future governments will be tempted to encourage the use of "happy pills" for social control. The Foresight think-tank points out that psychoactive substances have been part of society for thousands of years. It heralds the development of new recreational drugs, some of which may be less harmful than those already costing society around 20bn euros annually, mostly due to crime. "We have not reached a ceiling for recreational drug use," it said. "Psychoactive drug use may spread more across the life course and may become more common than is currently evident in middle-aged or even older age groups." One of the team that produced the report 'Drugs Futures 2025?', Professor Gerry Simpson of Imperial College London, said: "If there is such a thing as Huxley's Soma, that really does raise crucial questions for governments around the world about how legitimately to regulate such a substance." David King, UK Prime Minister Tony Blair's chief scientific advisor, who led the think-tank, said: "We are on the verge of developments that could move us into a world where we could take a drug to help us think faster, relax, sleep more efficiently or even subtly alter our mood to match that of our friends." In addition to drugs that boost pleasure and sexual performance, the report raises the possibility of drugs that cause selective amnesia, for instance of a bomb attack, after the discovery that substances called beta blockers can reduce memories of stressful situations. But the report warns that there are potential abuses of a tool that makes people forget, "examined in a number of films such as 'Total Recall' or 'The Eternal Sunshine of the Spotless Mind' where characters are able to forget about painful relationships." Other possibilities would be drug-testing of children before they took exams to ensure they do not cheat with cognitive enhancers, or 'cogs'. "In a world that is increasingly non-stop and competitive, the individual's use of such substances may move from the fringe to the norm, with cognition enhancers used as coffee is today," says the report. One problem raised by the study is that the pharmaceutical
industry might change its focus from drugs that treat mental health to
cognitive enhancers, "mental cosmetics" and treatments
for addiction. New World Order? At first, some of the drugs being developed by the pharmaceutical industry sound wonderful. A report published yesterday by the Prime Minister's chief medical adviser, Sir David King, says that drugs already exist, or will soon be available, to help us think more quickly, relax, remember or forget. There may soon come a time when it will be possible to vaccinate children against addiction, or to take a drug that will counteract the effects of alcohol on the memory. Even now, there is talk of testing students for drugs before they sit their exams, so as to make sure that they have not taken cognitive enhancers to improve their performance. It is true that human beings have been taking mind-altering
substances, from wine and coffee to coca leaves, since they first walked
the earth. But there is something chilling about the latest advances.
The new drugs' champions say that they will produce a happy race of geniuses.
Isn't it just as likely, though, that they will create the pliant zombies
of Huxley's Brave New World? How Brazil Nuts Can Beat Cancer
Selenium also fights tumours once they appear, improving the chances of survival. Dr Margaret Rayman of the University of Surrey, told the British Association Festival of Science in Exeter that people should aim for a daily intake of around 200 micrograms (mcg) of the mineral. That cuts risk by between 46 per cent in the case of lung cancer and 76 per cent for prostate cancer, studies have found. A handful of Brazil nuts a day is enough. Other sources are liver, kidney and shellfish. People also get some selenium from the soil, through crops such as wheat. However Britons get on average only 30 mcg in their diet today, half the level of the early 1970s. Doctor Rayman says this is partly because when we joined the forerunner of the European Union, we changed from importing wheat from selenium-rich Canada to European sources, where the soil contains a lot less of the mineral. She warned that taking more than 450 mcg of selenium a day can cause some toxic effects. A medical conference in London heard how the spice turmeric, which helps give curries their distinctive flavour and colour, can help protect against leukaemia in children. Scientists suspect some children are born with a predisposition to the blood cancer and that it is triggered by environmental factors. Infections, viruses, radiation and pesticides are suspected culprits Professor Moolky Nagabhushan, of the Loyola Medical
Centre in Chicago, told the conference, organised by the charity Children
with Leukaemia, that studies suggest turmeric and its colouring curcumin,
protect against these "triggers". HOUSE OF COMMONS
Release date: 13th June 2005 MP SEEKS REVIEW OF TREATMENT OF HYPERACTIVITY In calling for the review, Mr Hendry comments: "The huge explosion in the use of drugs to tackle hyperactivity shows that it is increasingly being used as the first line of attack and not the last resort. Before drugs are used, all other possible solutions should be examined first, such as diet, allergies, reactions to colourings and additives. It cannot be right, when a child has a biological condition, to pump their small bodies full of chemicals to control their behaviour." In his letter to the Minister, Mr Hendry is calling for the most detailed study ever of children with ADHD to be put in place to gain a better understanding of the causes behind it, together with new guidance to GPs that all other treatments should be explored before prescribing drugs. Mr Hendry adds: "As MPs, we have all witnessed a huge growth in ADHD cases in our constituencies. Prescribing more and more drugs cannot be the solution to a problem that was almost unknown a few years ago." The text of Mr Hendry's letter to the Health Minister follows: 8th June 2005 You recently answered a Parliamentary Question which I had tabled on the use of Ritalin. The answer shows that the prescribing of Methylphenidate Hydrochloride has doubled in the last five years and last year a shocking 359,000 prescriptions were made. I am profoundly concerned by these figures which show that drugs Methylphenidate Hydrochloride is increasingly being used as the first line of defence in treating hyperactivity in children, rather than as a last resort. I am writing to ask that you should set up a full review of the way that hyperactivity in children is treated. First of all, to carry out the most detailed study ever undertaken of hyperactivity and its potential causes and treatments; and to issue new advice to GPs that all other forms of treatment should be examined before drugs are prescribed. There is no doubt that there is a link between hyperactivity
(at least in some children) and food colourings and additives. Surely,
it makes sense to explore all the options in terms of dietary change,
potential allergies etc before allowing drugs to be prescribed. Yours sincerely, Charles Hendry To: Jane Kennedy MP Further Resources: The Mind Game by Phillip Day Click

New Bill on Mental Health 'Unethical'
Its robust response to 107 recommendations from an inquiry by a scrutiny committee into the draft Bill makes it clear that the Government considers public safety to be as important as the rights of the mentally ill. Agreeing with only about half of the recommendations from the joint Commons and Lords pre-legislative scrutiny committee, the Department of Health said: "We must state very firmly that we disagree with the committee's criticism that the Bill places too much emphasis on public safety and not enough on patient rights." Rosie Winterton, health minister, said yesterday: "Although the majority of mental health patients pose no danger to themselves or others, the Government has a duty to protect people with serious mental health problems from harming themselves or other people. We are confident that the Bill's provisions will mean that compulsory treatment will be used only when it is essential." The Royal College of Psychiatrists said it was disappointed with the Government's failure to adopt "many of the most important" recommendations of the committee. Dr Tony Zigmond, the vice-president, said: "It is sad that Government still fails to understand that it is unethical to force treatment on people who are well enough to make their treatment decisions." Between 50 and 75 unlawful killings a year are carried
out by people with a mental health history and who have been in and out
of hospitals. Another 1,500 commit suicide. Further Resources: The Mind Game by Phillip Day Click

Psychiatric Watchdog Speaks Out About Tom Cruise Speaking Out; Warns About National Crisis of Child-Drugging with 'Kiddy Cocaine' and Suicide-Inducing Antidepressants;
Accompanying this is a video documentary on the group's website, http://www.cchr.org, that includes prominent doctors, neurologists and psychiatrists debunking the hoax of mental disorders being physically based or the result of a chemical imbalance. "The paper provides information that psychiatrists are not going to tell people, enabling them to make an informed choice," CCHR's international president, Jan Eastgate said. She slammed the American Psychiatric Association (APA) and affiliated mental health organizations that tout false statistics to the media about the number of Americans suffering from "mental illness" which she said is a fraudulent misrepresentation. Ms. Eastgate said, "The Today Show interview was a warning that people need to study psychiatry and its purported research rather than accepting at face value concepts such as a chemical imbalance in the brain is causing their problems, which can deny them real help. In any media interview with a psychiatrist he should be asked what lab test he uses to determine this. There isn't one." The "chemical imbalance" theory, popularized by marketing, is "no more than psychiatric wishful thinking," the group's U.S. president, author and former educator, Bruce Wiseman says. "It has been thoroughly discredited by researchers, doctors and scientists. The only reason it exists is that it makes it easier for psychiatrists to drug vulnerable and often desperate individuals. It is driven by more than $23 billion in drug sales each year." Appearing in CCHR's video is Dr. Julian Whitaker, author and founder of the highly respected Whitaker Wellness Center in California, who says that psychiatry is a pseudoscience. "There's no pathology. There's no blood test. There's no lab test. There's no x-ray. Psychiatrists list out and vote on clusters of behavior and call them a disease. They are giving drugs to millions of people who do not have a defined medical problem." Also interviewed is New York psychiatrist Ron Leifer who says, "There's no biological imbalance. When people come to me and they say, 'I have a biochemical imbalance,' I say, 'Show me your lab tests.' There are no lab tests. So what's the biochemical imbalance?" Based on this false theory, millions of people have fallen prey to psychiatric treatment: stimulants and antidepressants have induced teenagers to go on murderous shooting sprees (8 out of 13 school shootings, such as the Columbine High School shooting in 1999, were committed by teens on psychiatric drugs). Mothers on these drugs have killed their children or cut off the arms of their baby while taking these drugs. Electroshock-the firing of up to 460 volts of electricity across the temples-is damaging the brains of over 100,000 Americans every year. Because of the influence of psychiatry in the nation's schools, hundreds of parents have also been forced to place their children on psychotropic drugs as a requisite for their education, an abuse CCHR and others countered with congressional support last year. The Prohibition of Mandatory Medication amendment now prohibits this practice. For 14 years, CCHR has also worked with parents and concerned groups to expose the violence and suicide-inducing effects of antidepressants. Last October, the Food and Drug Administration ordered a "black box" label for antidepressants that the drugs could cause suicide. But these reforms are not enough to curb what CCHR says is a "national crisis" of child drugging and psychotropic drug abuse. The International Narcotics Control Board says that 80 percent of the world's Ritalin consumption is in the United States. This is a drug that medical studies show can predispose children to later cocaine use because Ritalin and cocaine derive from similar chemical properties. A study of 500 children over 26 years by researchers at the University of California at Berkeley found that Ritalin is basically a "gateway drug" to other drugs, in particular cocaine. A recent survey by the Partnership for a Drug-Free America found 10 percent of teens abuse the stimulants Ritalin and Adderall. Between 1995 and 1999, the use of antidepressants increased 580 percent in the under-6 population and 151 percent in the 7-12 age group. In some communities, 20 percent of children are taking stimulants, according to Drug Enforcement Administration pharmacologist Gretchen Feussner. "That should be a wake-up call that something isn't right," Feussner said. "Psychiatrists are society's biggest drug pushers," Wiseman says. "People do suffer from serious mental difficulties or life- crippling problems and their methods of coping with this can fail. Psychiatrists exploit this, marketing drugs for conditions they admit they do not know the cause of or can cure. Fraud involves intentional deception or deliberate misrepresentation to secure money, rights or privilege. Americans are waking up to this psychiatric fraud." The group's White Paper, "Common Psychiatric
Drugs and Their Effects," and other website publications warn
people that they should not stop taking psychiatric drugs unless it is
under medical advice and supervision. They stress the need to find competent
medical (not psychiatric) doctors who can do thorough physical examinations
to determine what could be underlying and causing emotional problems. From the Mailbag

I had also been given the death sentence after being told I was HIV positive and was about to have my tubes tied and yet I really wanted children. Thank you so much for giving me my life back. I am already in a good relationship and I had been keeping myself back from dating this gentleman for fear of infecting him with the virus. I have been living like this for three years since I tested positive with no hope of ever finding love or being loved or having children. The book also answered a lot of questions I had about the virus and the treatments available. Fortunately for me I had not taken any drugs as I always preferred natural methods and only take drugs as the last resort. Even though I was taking care of myself, taking the right supplements, on a good diet, I still had this dark shadow always hanging around and this book has taken it away. I could go on and on thanking you, because you cannot begin to imagine what learning the truth meant to me, and it all made sense. Thank you." -Margareth Z, Harare.
